The foreign relations of Livaria are the bilateral and multilateral relations between the Regal Republic of Livaria and other countries and organisations. The day to day procedures that guide Livaria's interactions with other nations, their citizens and foreign organisations are formally conducted by the Ministry of Foreign Affairs, headed by the Minister of Foreign Affairs, currently Polina iz Karylenko. Livarian foreign policy itself is set by a range of stakeholders, including the Chancellor and in some areas by the King-elect, though other government agencies as well as private businesses and institutions also retain a leading voice in policy formulation.

Considered a Great Power, Livaria retains significant diplomatic, economic, military, political and cultural interests across Gotha. As a leading capitalist and democratic power, the promotion of free-market capitalism, ensuring and maintaining market access, freedom of navigation and the containment of the Wolgos and orderism (and to a lesser extent socialism) remain important aspects of Livarian foreign policy today. While ideology has often influenced Livarian foreign policy, over the last century, Livaria's foreign policy has generally been seen as dominated by real-politik considerations. Chief among these considerations has been the continual goal of containing orderism and the malign influence of the Wolgos, which have led to a proactive interventionist foreign policy and Livaria's involvement in almost all major global wars in some capacity over the last two centuries.

Livaria is a member of the Triarchy, a trilateral maritime, security, diplomatic and political partnership and intergovernmental forum with Ithrien and Kamura, which are amongst Livaria's closest allies. Under the auspices of the Triarchy, Livaria plays a leading role in setting the foreign and military policy and objectives of the alliance, which remains one of the leading geostrategic blocs on Gotha. Livaria is also an influential and leading player in numerous other international organisations, being a founding member of the International Council of Nations (ICoN), the Open Seas Security Organization (OSSO), the Anarian Cooperation and Security Association (ACSA), as well as various international military organisations, including the North Anarian Air Defence System.

Kamura remains one of Livaria's strongest and closest allies, and the two countries enjoy very warm relations and historic ties. Alongside their fellow ally Ithrien, the two nations form the Triarchy, which is one of the most influential power blocs on Gotha. The two nations first formalised their maritime and military alliance during the Wolgos Scourge. During the war, they often fought closely together, including during the Prosperity Gulf campaign. Livarian forces also took part in the liberation of Kusawen, which contributed to expanding Kamuran influence over northern Altaia.

Strong commercial and maritime ties remain a core feature of the bilateral relationship, and joint naval and military drills and port visits by their respective navies are a frequent means by which both nations maintain their relationship and alliance. The annual Three Crowns military and naval drills, involving Ithrien, Kamura and Livaria, are amongst the largest regularly held military drills on Gotha, and sees the Triarchy improve military and naval interoperability and cooperation, with an emphasis on enhancing joint-littoral operations, including amphibious capabilities.

Kamuran and Livarian trade ties go back centuries, and despite fierce competition during the imperial age, the two states' interests have often aligned, and they remain respectively the largest and second-largest capitalist economies on Gotha. As maritime powers with a strong focus on imports and exports, both states remain founding and core members of OSSO, wherein they both leverage their maritime power to uphold freedom of navigation across the world's sea lanes. The two nations also often align on various international policy issues, including at ICoN.

Kamura and Livaria remain strong trade partners respectively, with both nations importing and exporting a significant quantity of products and services from one another every year, including automotives, electronics and luxury goods (including luxury non-perishable foods). The two nations are also partners and pioneers in emerging telecommunication and internet technologies, and jointly created the Volvech-Tochka international computer network, the largest in the world,. Kamuran and Livarian computer scientists often collaborate on developing software and protocols, with the decentralised nature of the network providing ample scope for innovation and healthy competition.

Current inter-governmental relations remain warm, with Livaria's King-elect Yaromyr III welcoming Kamura's Empress Revaname during a state visit to Livaria in 7689. Meanwhile, Kamura is scheduled to be the presiding host for the upcoming 7690 Triarchy Summit, the annual high-profile intergovernmental summit for the Triarchy. The major foreign policy priorities both nations are expected to discuss this year include instability in Anaria Minor, the omnipresent threat from Hergom ep Swekorwos and containing orderist influence.

Relations between Livaria and Koskiya remain very warm, with the countries maintaining a long-established alliance. As a former member of the Livarian Imperial Federation and a majority Livarian-speaking country, Koskiya retains extensive cultural, linguistic and historic ties to Livaria. The two countries retain strong economic ties, with Livaria being the single largest source of foreign direct investment (FDI), with major Livarian companies investing heavily in the country and remaining major employers. Livaria also owns a significant portion of Koskiya's national debt. Livaria operates numerous military bases across the country - including the Shchorena Naval Base, the headquarters of Livaria's Shangti Fleet.

Koskiya gained independence from Livaria in 7653. Despite a relatively peaceful transition of power during the decolonisation process in contrast to some other Livarian Imperial Subjects, the election of an orderist-led government in 7654 drastically cooled relations. Livaria's well-known involvement in the subsequent 7674 coup that installed the military junta that still rules Koksiya today has generated some resentment and suspicion of Livaria's motives in Koskiya. Nevertheless, Livaria's continued support for the rule of Admiral Daryn Chernitepliy has resulted in strong relations between Rubizhne and Tepetak, with Livaria frequently accused of shielding Chernitepliy's authoritarian rule from sanctions and other actions by ICoN.

Livarian-Wolgos relations remain extremely strained and dysfunctional. There are no official diplomatic relations between Livaria and Hergom ep Swekorwos - although the respective governments and private citizens continue to communicate with each other via various unofficial channels and via third parties. Livaria remains extremely suspicious and borderline hostile to all Wolgos nations and organisations (including Hergom ep Swekorwos and the United New Kingdoms), with the Wolgos themselves frequently describing Livarian foreign policy towards their nations and species as openly racist.

Livaria was a leading participant in all the major anti-Wolgos conflicts, including most importantly the Wolgos Scourge and the Coalition Wars. Since then, Livaria has followed a hardline foreign policy towards the Wolgos, which has focused above all on the containment of Hergom and its influence. Livaria considers OSSO to be a primary vehicle with which to contain Hergom to the southern hemisphere. The various horrors, international war crimes and brutal suppression of its human subjects committed by the Wolgos in recent decades, together with widespread suspected subversive activities within Livaria and elsewhere in Anaria, continue to dominate and define Livarian-Wolgos relations in the 7690s. Livaria also remains a stalwart opponent of the infamous Wedhoswos Flesh Auction Consortium, and has imposed sanctions on human trafficking to Ombhrosdhom Commonwealth Treaty lands.

Livarian policy makers now generally agree that Livaria's leading role in facilitating the Wolgos migration from Altaia to Kupeya at the end of the Wolgos Scourge was a strategic mistake, and that Livaria and humankind more broadly must not make the same mistake again. Hergom's acquisition of nuclear weapons in 7672 was similarly seen by many in Livaria as a significant policy failure, which has severely limited the human community's ability to contain the resurgent Wolgos. These policy shifts throughout the first half of the 77th century have resulted in more openly hostile rhetoric and actions in recent decades. Many in Hergom and elsewhere suspect that the Livarian government's ultimate goal is to destabilise Hergom and the wider Ombhrosdhom Commonwealth Treaty (OCT), with the eventual objective of the collapse of Wolgos political organisation and the resettlement of all Wolgos lands with humans. Many Livarian politicians have openly called for this.

Anti-Wolgos sentiment retains bi-partisan support across the Livarian political divide, with successive governments in Rubizhne proposing hardline containment policies, with almost universal public support. Anti-Wolgos propaganda plays an important role in Livarian political life, with some commentators claiming that the political establishment frequently seeks to stir up anti-Wolgos hatred for their own political purposes. Pseudo-genocidal tracts and open calls for the extermination of the Wolgos subspecies in order to liberate the enslaved human populations of Hergom are relatively commonplace in Livarian political discourse and are not frowned upon - though this is not official Livarian policy. Radical Peratolian Orkanan unitarian beliefs that the Wolgos are agents of the so-called 'Anti-Plan' have gained a growing following in Livaria throughout the 77th century, and Livarians have been known to join international brigades and toverines fighting Wolgos forces across the planet.

Despite this public hostility, Livarian-Wolgos relations have modestly warmed over the last two decades, largely due to the signing of the Accord for Restrained Arms and International Harmony (ARAIH) in 7676, of which Livaria was a leading international proponent. Livarian sanctions and embargos against Hergom were eased after the treaty's signing, though numerous subsequent crises and accusations of maltreatment of humans have meant certain sanctions have once again been put in place by Livaria. Some Livarian business people are nevertheless suspected of doing business with Wolgos merchants, whether indirectly or directly, despite the fact that this would often directly contravene Livarian and international embargos and sanctions. Ultimately, however, Livaria's desire to uphold the provisions of the ARAIH, together with deterring Hergom's other conventional military and grey-zone capabilities mean that Livaria's official policy towards the state remains more diplomatically cautious in recent decades, albeit amongst the more hardline on the international stage.
