Health Security Service
The Health Security Service (Arvorian: Служба безопасности здоровья, SBZ) is the second arm of the healthcare system in Arvor, acting as the umbrella agency responsible for disease and epidemic prevention, medical research, biosecurity, and public health awareness. Unlike its sister agency, Gosmed, however, the SBZ is a direct component of the Ministry of National Heath and encompasses the ministry's five primary operating agencies.
Functions
Established in 7570 RH and designed to parallel the functions of Gosmed, the SBZ "works on the back lines of healthcare while Gosmed works the front lines", quoting a line from the speech of Doctor Nikolai Konstantinovich Serebrovsky, who was the first director general of TsIZ from 7570 to 7591. Gosmed provides direct healthcare to the populace in the form of preventive, corrective, and surgical care, dental services, and optical services while the branches of the SBZ are responsible for the following activities within the national healthcare system:
- Biomedical and public health research.
- Disease study, control, and prevention.
- Quarantine authority.
- Quality regulation of medicines, medical devices, biologicals and other therapeutic goods.
- Quality regulation of foods, beverages, and other consumables.
Structure
Central Institutes of Health
The Central Institutes of Health (Центральный институт здравоохранения, TsIZ) are the largest arm of the SBZ and are responsible for biomedical and public health research. It is one of the largest such organisations in the world, with a combined roster of approximately 800 principal investigators and more than 3,000 postdoctoral associates in basic, translational, and clinical research. The Institutes are headquartered at the TsIZ campus in Provda, northwest of Cherenovsk. They work in parallel to their sister organisation, the Central Institutes of Science and Technology (TsINK). The current director general of TsIZ is Doctor Leonid Radeonovich Pavlov, the great great grandson of renowned surgeon, physiologist, and biochemist Andrei Ivanovich Pavlov (А. И. Павлов), who was one of the founder leaders of TsIZ. Leonid Radeonovich, like his famous ancestor, is a medical researcher, whose own work centres on immunology and virology. Prior to assuming his current post in 7681, he was director of the Centre for Allergies and Infectious Diseases (TsIZ-AIZ) from 7668 to 7681.
Because of its status as one half of the National Research Establishment (Национальное исследовательское учреждение, NIU), TsIZ operates under stringent security protocols. Officers of the GUVP provide on-site and perimeter security, while personnel who work at the Provda campus are required to have their ID badge displayed at all times. Staff and visitors are subject to ID checks, bag inspections, visitor logs, and escorted access for certain areas.
The National Institutes of Health (NIH) employs a comprehensive security system including perimeter guards, ID badge checks, metal detectors, bag inspections, visitor logs, escorted access for certain areas, and a dedicated police force, all designed to protect sensitive research facilities and data, with heightened security measures for areas with particularly sensitive research programs; visitors are required to present government-issued identification meeting REAL ID standards to access the campus.
TsIZ is composed of 12 separate centers that conduct and coordinate biomedical research:
- Centre for Allergies and Infectious Diseases (TsIZ-AIZ)
- focus - basic and applied research to better understand, treat, and prevent infectious, immunologic, and allergic diseases
- Centre for Biomedical Imaging and Bioengineering (TsIZ-BVB)
- focus - development and application of biomedical imaging and bioengineering technologies to study, diagnose, and treat disease
- Centre for Cancer and Genomic Research (TsIZ-RGI)
- focus - conducts and supports research, training, and other activities related to the causes, prevention, diagnosis, and treatment of cancer; the supportive care of cancer patients and their families; cancer survivorship; and genetic medicine research and genomic studies
- Centre for Communication Disorders (TsIZ-KR)
- focus - conduct and support biomedical and behavioural research and research training in the normal and disordered processes of hearing, balance, smell, taste, voice, speech, and language
- Centre for Dental and Craniofacial Research (TsIZ-SCLI)
- focus - research and study of oral, dental, and craniofacial health and conditions
- Centre for Dermatological and Musculoskeletal Diseases (TsIZ-DSMZ)
- focus - conducts and supports basic research on the normal structure and function of bones, joints, muscles, and skin and all related maladies and conditions
- Centre for Diabetic, Digestive, and Endocrinological Research (TsIZ-DPEI)
- focus - support research and training related to diabetes and other endocrine and metabolic diseases; digestive diseases, and nutritional disorders; and renal and urologic diseases
- Centre for Environmental Health Sciences (TsIZ-NGOS)
- focus - conducts research into the effects of the environment on human disease
- Centre for General Medicine and Surgery (TsIZ-OMK)
- focus - supports research to increase understanding of biological processes to promote advances in disease diagnosis, treatment, and prevention and the study and development of new and advanced surgical techniques
- Centre for Heart, Lung, and Blood Research (TsIZ-ISLK)
- focus - conducts research into cardiovascular, respiratory, pulmonary, and haematological functions and diseases
- named for - Zinaida Vissarionovna Bogdanova (З. В. Богданова), cardiac surgeon who conducted the world's first successful heart transplant in 7667 RH.
- Centre for Mental Health (TsIZ-PZ)
- focus - advance understanding of mental illness through basic and clinical research, paving the way for prevention, recovery, and cure of related conditions
- Centre for Neurological Diseases (TsIZ-NZ)
- focus - conducts clinical research related to diseases and disorders of the brain and nervous system
- named for - Andrei Ivanovich Pavlov (А. И. Павлов), surgeon, physiologist, and biochemist whose work pioneered modern anaesthesia and contributed extensively to neurological research and the understanding of neurological diseases and is remembered by history as the "Father of Modern Anaesthesia" and the "Father of Modern Neurology".

- focus - maintain a central depository of books, journals, technical reports, manuscripts, microfilms, photographs, and images on medicine and all related sciences; it is the world's largest medical library
- National Museum of Medicine (TsIZ-NMM)
- focus - to maintain a comprehensive collection of items, instruments, preserved specimens, models, displays, and other paraphernalia related to the history of medicine and its progress over the years

Centre for Disease Control
The Centre for Disease Control (Центр контроля заболеваний, TsKZ) is responsible for protection of public health and safety through the control and prevention of disease. Its most prominent arm is the National Hygienic Laboratory (Национальная гигиеническая лаборатория, NGL), which focuses exclusively on bacteriological, immunological, and virological analysis and testing, and is one of eleven facilities in the nation rated as a Biological Research Centre 4th Grade (Биологический исследовательский й центр 4 класс, TsBI 4K).
Consumables Quality Authority
Charged with the regulation of the quality, purity, and safety of foods, beverages, and other consumable product such as shampoos, toothpastes, and more, the Consumables Quality Authority (Управление качества расходных материалов, UKRM) is the agency which ensures these goods follow specific standards of composition, efficacy, and safety. It likewise identifies additives and substances which may present a risk to the public and regulate or restrict their usage accordingly.
Epidemic Intelligence Office
Responsible for investigation of possible epidemics of both natural and artificial source, the Epidemic Intelligence Office (Управление эпидемической разведки, UER) provides up-to-date information to the rest of the SBZ, Gosmed, and to the government on possible epidemiological issues. The UER regularly shares vital information it acquires with friendly nations as a means of helping combat disease globally.
Therapeutic Goods Authority
Tasked with regulation of quality, efficacy, and safety of medicines, medical devices, biologicals and other therapeutic goods, the Therapeutic Goods Authority (Управление терапевтических товаров, UTT) oversees all products used within the national healthcare system.
