Ekaterina Viktorovna Popova is an Arvorian politician and the fourteenth and current President of Arvor. As such, she serves as the country's head of state and supreme commander-in-chief of the armed forces. She was elected to office in 7681 and re-elected in 7686. Prior to becoming chief of state, Popova served four terms in the Congress of People's Deputies and before that was a military medical doctor who retired from the Arvorian Air Force with 22 years' service.
Early life
Ekaterina Viktorovna Denisova was born to Galina Aleksandrovna Denisova and Viktor Nikolaevich Denisov at the Fyodorov Medical Centre in Podobnya in the early morning hours of 11 Thrimil (Arvorian: Тримил) 7619. She is the oldest of four children with two brothers, Konstantin Viktorovich and Aleksei Viktorovich, and a sister, Sonia Viktorovna, younger than her. Her father worked 27 years as a technician and later as a draft engineer at the Podobnya Pipe Rolling Plant, while her mother worked as secretary to three successive deputies who represented Klyuchevsky Raion in the Congress of People's Deputies, for a total of 25 years' service. Her mother's involvement in the local political scene would later influence her own decision to enter politics.
Ekaterina attended S. V. Cherovonenko Primary Academy during her years of primary school. While there, she joined the National Pioneer Organisation (Национальная пионерская организация) (NPO) shortly after her sixth birthday. While a part of the NPO (Нпо), she developed a formidable talent for debate and creative discussion, and learned needlework and sewing, which remains one of her favourite hobbies to current day. She received numerous NPO commendations, including marksmanship, first aid, craftwork, and debate. Encouraged by her parents, she read extensively and enjoyed school, being especially fond of mathematics and chemistry. She was part of a weekend girls' football team while at N. G. Ignatov Secondary Academy and was also an active participant in the debate club.
Military service
After departure from secondary, Popova completed her first two years of the University of Sevestroma, where she took two years of general medical courses before signing up with the Arvorian Air Force. She completed her medical degree in 7643, and shortly after completion of officers' qualification, was promoted to captain lieutenant, officially becoming part of the Main Military Medical Directorate (GVMU). She spent her first four years at AVVS Belaya, near Nazagorsk, before transferring in 7647 to AVVS Mengon, near Volovichi. After four years there, she transferred once again in 7651 to Joint Ground-Air Base (Obnaviaba) Geleretsk, near Cherenovsk. In 7656, she was promoted to colonel and named chief medical officer for the entire base. During this time, she was responsible for overseeing a medical unit that consisted of nineteen general doctors, twelve surgeons, 211 nurses, and 128 orderlies. Also, as part of her responsibilities in this role, she became one of the primary physicians for both the president and premier and had her first real encounters with national-level politics.
Popova retired from the air force in late 7661 after 22 years of service with the rank of brigadier, having been promoted in 7659 and named chief medical officer of all GVMU personnel within the Capital Military District.
Career and politics
Encouraged by her family, Popova stood for election to Congress in the election of 7661. She would be re-elected again in 7666, 7671, and 7676.
Popova was a steady, pragmatic voice in the Congress, a part of the TBD group. She served with distinction on the public health and defence committees, helping to craft legislation that established opportunities for the doctors and nurses of friendly and allied states to learn from and work alongside Arvorian healthcare professionals as a means to improving the quality of their own public health infrastructure. She had two signature pieces of legislation: first was the Healthcare Exchanges Act of 7664, which set the groundwork for this knowledge and skill sharing arrangement, which partly focused on sharing the techniques and teaching methods of the Continuing Medical Education programme. In mid-7670 RH, she was recognised with the Order of the Friendship of Peoples for her leadership in the effort to pass the Mutual Medical Co-Operation Act, which extensively enhanced the humanitarian co-operation mechanisms between the states of the Restoration Coalition.
President
When the spring campaign season started in 7681, Popova decided she wanted to seek the presidency. In explaining her decision to her friends and supporters, she expressed her wish to make use of the highest office in the republic to push the co-operation of the nation with its allies and friends, to maintain Arvor's "no nonsense" attitude towards maintaining balance in international relations, and a desire to continue to promote through example Arvorian socialism as a viable system for nations seeking to build stability and prosperity.
