Tsida Altse is a Commonwealth Realm within the Commonwealth of Halland, located in southeastern Altaia. It also goes under the Hallisian name of Seeda It borders Bowers Gulf to the north and Sokoku to the south, but it is not recognized as an independent nation by Sokoku, who considers it to be an integral part of its member state of Shaaniaah. Tsida Altse and de facto Shaaniaah formed the Hallisian colony (formally "collectivity") of Bowersland until 76XX.
History
Bowersland was founded as a Hallisian colony by gathering some colonial port possessions under the government of Lord Quinn Bowers, governor of the Hallisian port town bearing his family name. Port Bowers became the capital of the gathered holdings, which expanded to cover the entire peninsula by 7XXX. It was of special interest since it partially controlled the Askers Strait, connecting the Julian Sea with the Shangti Ocean through the shortest route between Anaria and Davai. This led to Bowersland becoming involved in the Wolgos Scourge during the latter years of that conflict, when the Bind was trying to gain control over the strait. The attacks were fought of with heavy losses, especially among the native population who were forced to counter the aggressive sea battle tactics of the Wolgos with highly inferior weaponry.
During the conflict, which mainly took place on the southern coast, many Hallisian settler relocated to the north. But neighbouring Shuuen was effectively decolonized from Häverist and Hellish rule at the same time, spurring similar ambitions among the native population of Bowersland, who are closely related to the coastal Izto of Shuuen. The Izto population started reclaiming the scarce arable lands that their labour had created for the Hallish settlers, preventing the settlers from returning to their land. When Hallland sent a naval unit to crush this unrest, they were confronted by the weaponized merchant fleet of Fisks, now operating as the makeshift navy of Sokoku Tsuki, the military cooperation between Fisks, the Kakuri community and Shuuen. The Hallisians were practically denied entry, after which the local population declared independence in 76XX and asked Sokoku Tsuki to assist them military.
Independence was granted in a ceremony aboard the HMS Blåker, where Halland was forced to hand over governance over entire Bowersland. The newly formed state of Shaaniaah chose to enter the Sokokan federation, which was considered controversial by the northern part of the territory, where a large proportion of the population were settlers or their descendants. Local militias drove out the mere nominal Sokokan presence and kept administrating the northern coast as if it was a Hallisian colony.
At the same time, Sokoku became involved in the conflict in Pakatayu, Aspasia. Here an opportunity to destabilise the region's largest colony presented itself, so the young nation prioritized liberating Pakatayu above pacifying Shaaniaah. So in 7XXX the northern region formally applied as a Commonwealth Realm to Halland under the new name of Tsida Altse. Choosing a native name was a part of the strategy to quickly gain support of the international community, who were unsure about Sokoku's agenda when it came to decolonisation in the region. Tsida Altse became a member of the International Council of Nations (ICoN) in 7XXX, four years after its application as a Hallisian Realm.
However, Tsida Altse lost its seventh county Lago Ashlee to Sokoku in 7654 after a controversial plebiscite.
Etymology
The term tsida altse is difficult to translate exactly, but refers to the concept of being the first thing, as in the original version or incarnation of something. The forces opposing decolonisation as orchestrated by Sokoku Tsuki gathered under the banner of "Bowers Tsida Altse" after Halland was forced to sign the Renunciation Treaty on board of the Fisks vessel HMS Blåker. As such, Tsida Altse indicates that this is the original collectivity of Bowersland, but in a more modern and autonomous version. The word tsida on its own reflects a term like "exact" or "real", it is etymologically linked to the word tsidii which is commonly used for "bird", indicating that birds were seen as the original and first warm blooded vertebrates in local folklore and mythology.
Government
Tsida Altse is a constitutional parliamentary monarchy, with the king or queen of Halland as nominal and ceremonial head of state. A governor-general is proposed by parliament, upon which the king or queen of Halland acknowledges the governor-general as the representative of the monarch in the country. To ensure the stability of government, the governor-general will usually appoint as first minister the individual who is the current leader of the political party that can obtain the confidence of a majority of members of parliament. The political landscape has since its formation been dominated by two centrist parties practicing "brokerage politics". Tsida Altse has a free market, capitalist economic system comparable to Halland.
Subdivisions
The nation is divided into six (previously seven) counties which have delegated administrative responsibilities, as well as 42 towns with additional local autonomy. The political culture is however large bottom-up, mirroring the Mellanhand Orkanan political tradition coming from Halland.
Military
The nation has a relatively small military, focusing completely on guarding the border with Sokoku, which never has accepted Tsida Altse's independence. Strategic and material support comes through Halland, but Sokoku has made clear that Halland should live up to the secession treaty of Bowersland, stating clearly that there will be no Hallisian military presence in the territory formerly known as Bowersland. Up to this day, Halland has refrained from stationing military in Tsida Altse, thus avoiding a full military conflict with Sokoku.
Citizenship
Citizenship is granted automatically to anyone born from two parents with Altseian citizenship and anyone born within the nation's territory from at least one Altseian parent. In other cases, citizenship can be applied for. It will be granted to children who have lived at least half their lives, at least 5 years within the nation. For adult, being married to a citizen for three years will make one eligible as well.
Since the citizenship is from a Hallisian realm, it is relatively easy for citizens to become residents in Halland. Due to the membership of Halland of the Thultannian Union, becoming a resident within that Union is relatively easy as well.
Previously, citizenship would be rewarded automatically to any residents from the former Collectivity of Bowersland. This led to a relatively large influx of former Sokokan citizens, which first were considered political refugees. But when these immigrants seceded the county of Lago Ashlee through a democratic process and then handed it over to sokoku after a plebiscite, this practice was stopped. Many Sokokan refugees moved (or fled) to Hallis and Thultannia, arising suspicion of industrial or intelligence espionage by these immigrants.
Demographics
Tsida Altse is a relatively sparsely populated nation with a mix of Hallisian settlers and Izto native population, with about a third of the people being of mixed descent these days. The nation still only has about two million inhabitants, constantly losing people to Sokoku with its higher living standards and more industrial setting, as well as to Hallis where the higher echelons go for higher education and stay behind because of better job opportunities. From Hallis, a remigration can be noticed after age 50-55 when children start to live on their own and Altseians take an early retirement based on their higher Hallisian income. This leads to an overrepresentation of older people within the nation's demographics, with large consequences for services and healthcare.
Birth rates are relatively high among the entire population, apart from the Thultannian white population descending directly from settlers. Due to the large emigration of young people for education and work, the population growth rate still is near zero, with a relatively large group of elderly people.
Languages
Linguistically, the indigenous Izto population consists of rather isolated tribes and regions speaking their own variety of eastern Izto languages. There has not been a standardization like in neighbouring Shaaniaah (Sokoku) resulting in a patchwork of language variations and hardly interintelligable dialects, making it difficult to impossible for peope to understand each other in their native tongues.
In more urbanized areas, a mixed Hallisian-Izto population is in the majority, as good as always bi- or trilingual. Most of them speak an Altseian - Hallisian creole language with large sociolectal differences. But (almost) standard Hallisian is the lingua franca between all these groups, with about 50% being fluent in the language. Indigenous languages and creole variations are taught in basic education, resulting in some regional standardization, but outside the own social circle, Hallisian tends to be used. When a creole language exists alongside its lexifier language, as is the case in Tsida Altse, a continuum forms between the creole and the lexifier language. It is therefore difficult to substantiate or differentiate the number of Tsida Altse Creole speakers compared to Hallisian speakers.
While education is compulsory for all, the lack of standardization of native and creole language results in only about 80% of the population being able to read and write. But 75% is bilingual in the oral context of languages, resulting in the oddity that there is a minority of people speaking two languages, not being able to read or write any of them.
Due to the influence of mass media, there is a slight tendency in the southern inland region where young people are more and more influenced by Shaani Izto from Sokoku being broadcasted across the border. Spokoku purposely has wide range transmitters of Shaani Izto language radio and television in the region in order to reach out to what they consider a breakaway territory illegally managed by autonomous and Hallisian regimes.
