The Stolvic Commonwealth, officially the Stolvic Orderist Commonwealth (Stoldish: Stoldisches Ordenisches Gemeinbund), is a country in Anaria and Altaia.

History

Founding Beliefs and Guiding Principles

Traumstrahl

The Rauchferne are beings from the stars, not supernatural but super beings of transcendental thought and power beyond anything humanity has yet to achieve. These beings come from a star's civilization called the Traumstrahl, an ancient star of perfected light, made perfect by the collective thought and will of the Rauchferne. Traumstrahl is believed to be a paradise shaped by the collective positive thought and will emanate by the Rauchferne, a paradise beyond imagination whose fragile existence depends on the discipline of its members and harmonious thought patterns.

Many millennia ago, the Rauchferne came to Gotha, to teach humanity the ways of the Traumstrahl, a species not seeded by them, unfortunately the discordial thoughts of primitive humans caused great anguish to the Rauchferne. They persevered and ascended those humans wise and open-minded enough to embrace their ways of transcendental thought; these humans could speak to each other without their voices, they could alter the perception of their surroundings, and they could mentally interact with matter and affect the minds and emotions of other humans.

The anguish experienced by the Rauchferne was too great to endure. The brutish and fetid minds of primitive man caused them to almost die out on gotha, and they fled to the harmony of the stars. Their escape from Gotha under such powerful strain led to their powers wildly fluctuating, causing the destruction of the hypothetical moon "Himmelspfeil" in their wake and smearing its debris across the heavens as the Gothan ring.

Now it is humanities fate to form a Traumstrahl to embrace all of humanity under an umbrella of ascendant thought and emotion, to allow humanity to achieve their cosmic potential and marvellous feats of mental control and power. Humanity will be able to warp reality with thought and will and create a paradise.

Aurafluss

All sentient beings have an aura and an aura flow, which reveals their emotional and thought state, clarity and harmony. The aura is the portal of a beings inner powers and how they interact with the cosmos in a personal and intimate way, only through the strenght and hamony of a being aura can they warp reality to their will and help in the creation of the human Traumstrahl.

Gedankenharmonie

Gedankenharmonie, or "Thought Harmony", is the harmonious intersection of thought and emotion, and it is the physical and social manifestation of a being's inner world and state. A being of ascendant gedankenharmonie will be an asset to their community by uplifting their will and works, and they will empower those around them to move foth society towards enlightenment. On the contrary, those of negative gedankenharmonie are those who create doubt, mistrust, ill feelings, and negativity, which will naturally lead to the decay of will and the degradation of works. Negative gedankenharmonie will also lead to the inner decay of the being itself, causing distress, hate, resentment and eventually illness and failure in every conceivable way.

Government and Politics

The Stolvic Commonwealth is a federal orderist new age republic with a presidential system. Day-to-day executive power is wielded by the Anführer, who is elected into office following the approval of a proposed four-year "Sternenpfad" through the federal legislatures. A Sternenpfad, meaning "Path to the stars", is a plan that, in theory, guides the Commonwealth to its ascendant potential and, in practice, it's the governing blueprint for the Commonwealth. The Sternenpfad is then lauded by the legislatures of the Commonholds and eagerly embraced with much fanfare.

The Stolvic system of government is founded on the principles of orderism based on the earlier ideology of Peter Häver in 7457 RH, which eventually led to the Decembrist Revolution and the formation of the Häverist Commonhold of Helreich Vetrun 2, 7473RH with the existing Hellish overseas colonies then being reconstituted into Commonholds of the Stolvic Commonwealth. The government is built around the principles of achieving ascendancy in the form of a "Human" Traumstrahl, the ascendancy of thought and community made possibly the government of experts tasked with maintaining efficiency, sustainability and endurance of society through careful analysis and design of society. With society bound into a harmonious continuum of thought, emotion and will, the Commonwealth guarantees the elevation of its members to joy, mutual love and unity with the cosmos.

Federal Government

Anführer

Main article: Anführer

Executive power in the Commonwealth is vested in the Anführer, who acts as the head of government and head of state and the started vanguard to ascendancy, guiding the commonwealth members through the mist of discordial thought, emotions and experiences.

Elected by the Commonwealth Obengründer for four years, The Anführer is selected from the Obengründer's members. The Obengründer, much like the upper echelons of the Commonwealth's administration and technocracy, having undergone many years of continuous aurafluss cleansing and conditioning to achieve a state of higher thought required for high office and guiding humanity to ascendancy. Before taking office, the Anführer undergoes rigorous emotional and mental assessment, including measuring his aurafluss using Bioelectro-Aurophotometry to ensure they are the right selection.

The Anführer may only retain his power through Obengründer's approval, who is tasked with ensuring the Anführer's mental and emotional exemplary state. If the majority of the Obengründer passes a vote of no confidence in his ability to guide the Commonwealth to ascendancy, the Anführer must stand down. When in power, the Anführer has near limitless political power as long as it does not interfere with the Ewigkeitspfad (Eternity Path) directives.

The Anführer is the nation's chief executive officer and the commander in chief of military forces during wartime.

The Anführer's legislative powers are equal to that of the Obengründer and cannot pass laws without their majority approval. The Anführer has the power to strike down laws.

The Anführer's military authority is near absolute during times of war, but is limited in times of peace with the publicly appointed Board of Security and Defence sharing 50% of military command. This system of dividing military command took its current form in the aftermath of the Wolgos Scourge.

Commonwealth Obengründer

The Commonwealth Obengründer is the highest decision-making body of the Stolvic Commonwealth and is responsible for the collective political direction, foreign policy and defence of the constituent commonholds. Members are chosen for their unique specialities in different fields like Aurology, psychology, sociology and other sciences such as engineering, medicine, pharmacology, nuclear science and etc. Members must have undergone aurafluss conditioning as per the Ewigkeitspfad directives and must have impeccable Aurophotometry results for many continuous months.

Members of the Obengründer are further trained for the construction of a society organised along the lines of orderist and stellist ideals. Most projects stem from the daily operations of the Obengründer, including everything from commercial transport to the construction of new dams and power plants and allocating resources to large-scale geo-engineering projects. However, all projects are only a stepping stone to the goal of total emotional and mental ascendancy.

The Obengründer's legislative powers are equal to those of the Anführer, and he or she cannot pass laws without his or her approval.

The Obengründer also maintains a portion of the Commonhold's military during peacetime. Top-ranking Krieger Rates often serve in the Obengründer and can hold command of specific Heerscharen in peacetime.

Commonholds

The first level administrative division of the Commonwealth is the commonhold of which there are currently six which form constituent countries with their own devolved governments. Two of the commonholds, Helreich and Rissland, are located in and near Stoldavia on the continent of Anaria. The other four commonholds are across the Stolvic Ocean in Altaia with Grunland, Transelfasland and Mirapan forming a contiguous territory across the continent connecting the Stolvic coast to the Shangti coast and New Hoffnung being located off the coast of Northwest Altaia.

Each commonhold has its own legislature and an executive headed by an Oberhauptführer who plays a similar role to the Anführer but limited to within the commonhold in which they are elected and subordinate to the Anführer. The legislature of commonholds are bicameral and split into a directly elected lower house, the Volksforum and an appointed upper house, the Gründer.

Volksforum

The Volksforum is made up of elected citizens of the commonhold who have the proper education and aura to qualify. Although they do not have any power to pass laws or command military, the Volksforum serves as a regulatory body and has many special powers such as approving nominations for Gründer members and proposals for Four Year Plans. Volksforums also responsible for dealing with fraud within the government and can establish ethics committees to research into a matter, and ultimately send the matter to the High Court.

Gründer

The Gründer is the appointed upper house and are responsible for the daily continuation of the functions of the commonholds. It is the main legislator and administrative body of the commonhold and is responsible for co-creating laws. The Gründer's legislative powers are equal of that of the Oberhauptführer's and cannot pass laws without approval from him or her, and vice versa.

Society

Every citizen of the Commonwealth exists on a path towards personal ascendancy; from their moment of birth, their aurafluss is measured, and they are educated both in school and society to perfect their Gedankenharmonie and achieve their best in their careers, society, and community. The Commonwealth holds an interventionist policy for its citizen's personal ascendancy, and throughout their lives, there are various clinicians, counsellors and aurologists involved in their guidance and development.

The Commonwealth Aurological Institute works in conjunction with the health authorities to help the citizens suppress discord causing thoughts and emotions that may harm their ascendancy. Counselling is the primary form of intervention, but the use of a vast repertoire of psychotropic medications, such as sedatives, stimulants, and nootropics, is almost universally used to shepherd the citizens. Psychosurgery and other more involved interventions are also used when warranted when citizens become a source of serious discord not just to themselves but to the ascendancy of others.

Complete intervention in the aurological health of the citizens has always been a monumental and difficult task, with "evasives" and "subversives" being a constant chagrin to the commonwealth. Surveillance has always been a cornerstone of shepherding the citizens of the Commonwealth which in the past few decades has become more sophisticated with the use of mass CCTV, video telephone consoles for citizens to check regularly with counsellors, mass and continuous blood screening for prescribes psychotropic medicines, regular aurophotometry and routine polygraphy at work, at the doctors and other services.

Psychoactive intervention came into fashion as a direct result of the Wolgos Scourge, a war so terrible and desperate on the Stolvic Commonwealth that they resorted to the use of amphetamines and barbiturates as standard rations for its military to help their servicemen resist the horrors the Wolgos invasion unleashed, electrotherapy became standard to help with shell shock and trauma. After the war, further use of amphetamines to help with reconstruction, as citizens had to endure inhuman work regimes to safeguard the integrity and recovery of the commonwealth. Millions of surviving citizens were helped with the mass adoption of sedatives and mood stabilisers along a nascent counselling corps and psychosurgery; using "scientific" principles, the traumatised masses were brought into productivity and helped to become stable members of society.

The benefits achieved despite the serious side effects convinced the technocratic bureaucracy to normalise a psychotropic and neurological regime accross the commonwealth. Increasingly becoming more nuanced, sophisticated and tailored to the needs of each citizen and their role in society.
