To Bei Nihaa, also spelled とべい には (Tobeyi Niha) in Bahaso, is a Sokokan city located in the state of Shaaniaah in the Altaian mainland. With its 1.3 million inhabitants, it is the largest urban settlement of Sokoku on the mainland and the 12th largest within that nation. The city is nicnamed Sokoku's iron capital since it is dominated by the steelworks, shipyards and shipbreaking yards.
Etymology
The name To Bei Nihaa roughly means "here we have attached to deep water" in the (older) Izto language. The Bahaso name is just a transcription into that language's writing system. It is speculated that there was a Tsuki settlement called Tsubawe located here, but apart from a slight resemblance in this name that was found on a scroll near Chisha there is no evidence for this. In colonial times, the town was called Toe Bay by the Hallish settlers, even this also a phonemic adaptation of the original name without any etymological background.
History
The earliest settlement goes back to right after the Julian Event in the early 7200's, but it is generally assumed that a Huilcasanco and Tsuki settlement has been located within the urban area before that as well, given it's strategic location. Up until the first half of the 7600's it was a quiet fishing town with some 20,000 inhabitants. The town was selected as one of the 250,000 marker cities in the urban development plan of Sokoku in 76XX thanks to its deep sea access. The combination of a Julian Sea harbor and the nearby iron mines made the town very suitable for the establishment of iron and steel works powered by Arvorian standard nuclear reactors. As such, the city became the focal point for the steel industry.
The strategic decision was mad in 76XX to locate one of the larger shipbuilding yards in To Bei Nihaa as well. It was soon followed by ship recycling facilities, made possible by the adaptation of the steelworks to recycled steel. Within a few decades the city passed the one million inhabitant marker and is still the fastest growing in Sokoku. Since it is built on a 250,000 inhabitant blueprint, it is the largest city in Sokoku lacking a metro system.
Demographics
The fast growth rate has had an enormous impact on the urban demographics. During the last decades the growth has stabilised at a high level. The population has about equal parts of native Izto population, immigrants from neighbouring countries and transmigrants from other Sokokan states, but in the majority from Shuuen and Garis Hati Gelap.

This means that about 30% has Bahaso as its first language and 35% as second language, while roughly 65% has Izto as first language. In practical terms, the city is bilingual.
