Government and Politics
The Stolvic Commonwealth is a federal orderist republic with a presidential system. Day to day executive power is wielded by the Anführer who is elected into office following the approval of a proposed Four Year Plan through the all regional and federal legislatures.
The Stolvic system of government is founded on the principles of orderism based on the earlier ideology of Peter Häver in 7457 RH which eventually led to the Decemberist Revolution and the formation of the Häverist Commonhold of Helreich January 2, 7473RH with the existing Hellish overseas colonies then being reconstituted into Commonholds of the Stolvic Commonwealth. The government is built around the principles of long-term efficiency and sustainability of a society with the goal of creating high living standards for all through careful analysis and design.
Federal Government
Anführer
Overall executive power in the Commonwealth is vested in the Anführer, who acts as the head of government and head of state. Elected by the Commonwealth Obengründer for terms of four years, the Anführer may only retain his power through Obengründer approval. If the majority of the Obengründer passes a vote of no confidence, the Anführer must stand down. When in power, the Anführer has near limitless political power as long as it does not interfere with the laws given by the articles of the respective Commonholds.
The Anführer is the chief executive officer of the nation and the commander in chief of military forces during times of war.
The Anführer's legislative powers are equal to that of the Obengründer and cannot pass laws without majority approval from them. The Anführer has the power to stike down laws.
The Anführer's military authority is near absolute during times of war, but is limited in times of peace with the publicly appointed Board of Security and Defence sharing 50% of military command. This system of dividing military command took it's current form in the aftermath of the Wolgos Scourge.
Commonwealth Obengründer
The Commonwealth Obengründer is the highest decision making body of the Stolvic Commonwealth and is responsible for the collective political direction, foriegn policy and defence of the constituent commonholds. Chosen for their unique specialties in different fields along with analysis and scientific backgrounds, members of the Obengründer are trained for the construction of a society organised along the lines of orderist ideals. Most projects stem off from daily operations of the Obengründer, including everything from commercial transport to the construction of new dams, power plants and allocating resources to large scale geo-engineering projects.
The Obengründer's legislative powers are equal of that of the Anführer's and cannot pass laws without his or her approval.
The Obengründer also has the responsibility of maintaining a portion of the Commonhold's military during times of peace. Top ranking Krieger Rates often serve in the Obengründer and can hold command of specific Heerscharen in times of peace.
Commonholds
The first level administrative division of the Commonwealth is the Commonhold of which there are currently six which form constituant countries with their own devolved governments. Two of the commonholds, Helreich and Rissland, are located in and near Stoldavia on the continent of Anaria. The other four commonholds are across the Stolvic Ocean in Altaia with Grunland, Transelfasland and Mirapan forming a contiguous territory across the continent connecting the Stolvic coast to the Shangti coast and New Hoffnung being located off the coast of Northwest Altaia.
Each commonhold has its own legislature and an executive headed by an Oberhauptführer who plays a similar role to the Anführer but limited to within the commonhold in which they are elected and subordinate to the Anführer. The legislature of commonholds are bicameral and split into a directly elected lower house, the Volksforum and an appointed upper house, the Gründer.
Volksforum
The Volksforum is made up of elected citizens of the Commonhold who have the proper education to qualify. Although they do not have any power to pass laws or command military, the Volksforum serves as a regulatory body and has many special powers such as approving nominations for Gründer members and proposals for Four Year Plans. Volksforums also responsible for dealing with fraud within the government and can establish ethics committees to research into a matter, and ultimately send the matter to the High Court.
Gründer
The Gründer is the appointed upper house and are responsible for the daily continuation of the functions of the commonholds. It is the main legislator and administrative body of the commonhold and is responsible for co-creating laws. The Gründer's legislative powers are equal of that of the Oberhauptführer's and cannot pass laws without approval from him or her, and vice versa.
