The Jami'an Tsaro (lit. Civil Guard), commonly Tsaro, is the national police force of Negasi. It is a civilian law enforcement agency of the Ministry for Public Safety.

History

Auresia formed the first civil guard unit in Elmisi, seat of their colonial administration, in 7534. With the start of construction on the Ubani Canal in 7563, the colonial authorities commissioned additional units to maintain order in the worker camps and safeguard equipment and materials used in building the canal. As the construction moved westward, areas that had hosted work camps typically retained at least a small civil guard force.

Over time, several sizeable towns established their own civil guards. After the turn of the century, the colonial authorities consolidated the various civil guard formations into regional units. Upon independence on January 30, 7634, the Jami'an Tsaro was formalized as a single agency within the Ministry for Public Safety.

The Tsaro are charged with order maintenance functions. They routinely accomplish this by patrolling their areas of responsibility.

Organization

Since independence, the Jami'an Tsaro is centralized to provide adequately resourced police services nationwide under the direction of the Chief Overseer. An Overseer has responsibility for police services within each of Negasi's four regions and each of the special units: Air Services, Explosives Services, Forensic Services, Investigative Services, Tactical Services, Technical Services, and Water Services.

Geographically, a Chief Director administers police services in each of the 96 territories (kasashe) and major cities.

Services

Several specialized services have evolved over time to address particular law enforcement and order maintenance issues. These include:

  • Air Services: provides aircraft support to other civil guard elements
  • Explosives Services: provides bomb disposal expertise and services
  • Forensic Services: provides forensic services, including evidence collection and analysis
  • Investigative Services: provides criminal investigation services
  • Order Services: provides order maintenance and crime deterence through uniformed and plain-clothes police operations
  • Tactical Services: provides high-risk response and support for risky law enforcement activities
  • Technical Services: provides technical support for law enforcement activities
  • Water Services: provides watercraft support and law enforcement on rivers, coastal waterways, and the Ubani Canal

Equipment

The Jami'an Tsaro uses the same firearms as those used by the Negasi National Guard. In addition to access to aviation assets, the Tsaro has access to watercraft and other specialized vehicles, including armored vehicles.
