Dragan
Dragan is the title of the leader of the Krav Dominion. The title is derived from the word dranis, the Oschiv equivalent of the Anglis word darling, and the hereditary title gandrel, meaning "the one" or "primary" in Oschiv. Its usage dates back to before the unification of the Dominion in 6957 Gothan Epochs RH.
The Dragan is the highest civil and military authority in the Dominion. Elected for life by the Izbaran, the Dragan has the power of decree and veto regarding civil law and controls the Kravna Obitsa. The Dragan serves as both the head of state and the head of government.
Election
The election of a new Dragan occurs within a month of the death of the predecessor. Only members of the Kravna Obitsa can be nominated for election, and no member may nominate himself. The vote is conducted by secret ballot, with all Izbaran eligible to cast up to their allotment of votes. The Dragan is elected for life.
Authority
The Dragan holds final authority for all declarations of war, although he cannot declare any military action without the majority support of the Obitsa.
Life Expectancy
Politics in Krav is notably perilous, often described as a blood sport. The average life expectancy of a Dragan upon election is 17 years, with most Dragans dying of unnatural causes well before their time. Although plotting to overthrow a Dragan is considered treason, formal trials are rare; most conspirators are either killed while evading capture or are never discovered.
Current Dragan
The current Dragan of the Krav Dominion is Zoran Maledevic, who was elected in 7545 after the untimely death of his predecessor, Mirko Bilic.
