They also have the special ability to allow for the Anführer to remain in power despite Gründer's power to choose a new Anführer. The Volksforum is also responsible for dealing with fraud within the government and can establish ethics committees to research into a matter, and ultimately send the matter to the High Court of Hoffnung.


Even in an Orderist setting, the Volksforum has a similar role up to today, even though the titles of Anführer and Gründer have been replaced by a new constellation.

The National Gründer, a body of technocratic experts, was reinvigorated, and the energy-based command economy was restored to its original focus on precision and efficiency.

Despite these changes, Helreich’s Orderism retained many of the egalitarian principles of its Häverist roots. Democratic institutions like the Volksforum continued to play a role in governance, providing oversight and balancing the authority of the Anführer and Gründer. While Aedelish Orderism prioritized maximizing the benefit to the best individuals, Helreich’s iteration of Orderism maintained a commitment to uplifting the entire society, reflecting its enduring ethos of noblesse oblige.

Through these transformations, Helreich’s Häverism demonstrated its adaptability and resilience. From the early ideals of Total Häverism to the pragmatic reforms of Theiss and the meritocratic Orderism of the late 8th century, the system evolved to address the complex realities of governance, economics, and social equity. Häverism in Helreich

Häverism in Helreich refers to the political philosophy and economic system formulated by Peter Häver in the late 75th century, which was implemented in the Häverist Commonhold of Helreichand later the Stolvic Häverist Commonwealth . The system was characterized by its emphasis on an energy-based command economy, where economic production was centrally managed by a technocratic elite to maximize long-term efficiency, sustainability, and equitable distribution of resources. At the heart of this system was the idea that economic value should be determined not by labor but by energy accounting, with resources allocated based on careful scientific analysis conducted by a highly educated distribution apparatus.

Helreich’s implementation of Häverism, formally declared in 7492, was a response to the economic and social chaos caused by the previous uncoordinated capitalist market system. The government was structured hierarchically and was dominated by the Hellish aristocracy, with power vested in the Anführer (head of state) and the National Gründer (decision-making body), alongside the Volksforum, which provided regulatory oversight. The state maintained tight control over all aspects of the economy, with the primary focus being on societal well-being through planned resource distribution, which was viewed as more efficient than relying on market forces.

Häverism in Aedeland

The Aedelish system, known as Aedelish Häverism or Orderism, is a distinct evolution of Häverist principles that places technocratic meritocracy and efficiency above all other considerations. It emerged as a response to the inefficiencies and nepotism of the aristocratic era of early Hellish Häverism and the ideological compromises of Theissian Häverism, developing into a system that prizes the maximization of societal benefit through the empowerment of the most capable individuals. Unlike other Häverist systems, Aedelish Orderism is deeply hierarchical, anti-democratic, and unapologetically elitist, offering a stark contrast to the egalitarian and social emphasis found in its counterparts.

In Aedeland, the rejection of equality is a defining characteristic. Society is stratified by merit, measured through mechanisms like the G-Faktor, which assesses individuals based on cognitive, physical, and emotional traits. Leadership and opportunity are reserved for those deemed most capable, with the belief that their success will drive societal advancement. This meritocratic approach replaced the nepotistic aristocracy with a technocratic elite, creating a system that prioritizes competence over inherited privilege. The Aedelish system sees democracy as a hindrance to efficiency and scientific governance, allowing only minimal democratic input where beneficial or absolutely necessary.

The economic foundation of Aedelish Orderism retains its Häverist roots, operating an energy-based economy in which the Standard share serves as the central unit of currency. However, unlike Helreich, which maintains a strong social consciousness within its Orderist framework, Aedeland uses this system to prioritize the optimization of resources for the benefit of the elite. Environmental considerations are secondary, viewed primarily as a matter of resource management rather than moral obligation. This approach contrasts sharply with the ecological balance emphasized in Hellish Orderism and Mireism.

Helreich’s interpretation of Orderism, while also technocratic, is more tempered. Bases of the philosophy

Society in Häverism is based on energy, not money. "A Helreich which would match available resources to society’s needs, with a minimum expenditure of energy for maximum social gain for all citizens. An Apparatus for the people" Peter Häver described the system in the "Häverist Manifesto" in 7506RH. The economy is centered around the use of energy as a medium for the economy and distribution, rather than the use of the inefficient monetary system followed by most of Anaria. The center of the economy is the state's distribution body and regulator, the Distribution Apparatus. Its responsibilities include regulating and monitoring resource and energy use, and auditing of business's energy use and transparency.

Economic theory

At its foundation in the 7470’s, the economic model of Bernhard Eberhart dominated: an energy-based command economy where the mind-set of the economists and technocrats was that careful calculations of a specialized and well educated distribution apparatus would run the economy in the most efficient way, thus creating a solid base for a modernist society. But the command economy proved to be too complicated and burdensome for a bureaucratic think-tank to manage and consequently led to shortages and surpluses in different markets. During the Pan-Anarian War the so-called Theissian Reformations were carried out in order to address the problem. They were formulated by and implemented under Anführer Hans Theiss. The reforms consisted of decreasing the power and control of the distribution apparatus and shifting the economy to a more supply and demand controlled economy.

Society

Hellish society in the 76th century was based on the idea of a New Class, where every citizen contributed to the social and economic mechanism. As a result, high standards of living and free education became available to all citizens. Children learned what was needed to become a citizen with focus on a specific role within a 'caste'. Every citizen within any of the castes were guaranteed certain basic rights for their work, like proper living quarters based on needs of individual and residential unit, a job within the distribution apparatus respective to their caste and talents, civil rights and justice when needed.

This stratification of society became a common denominator within Häverist society. Out of the New Class, a few were chosen based on student observation and academic aptitude, for admittance into the Häverist Academia. Those chosen continued to take on important duties within the state, such as engineers, architects, planners, staticians, urban planners, military planners and commanders, ship captains, and diplomats.

Industry

Industry within the Commonholds of the Stolvic Häverist Commonwealth were vastly different from those of other industrial nations at the time, focusing on Cradle-to-Cradle design and use for the majority of its products. Strict regulation set up by the State and implemented by the Distribution Apparatus has evolved since. Based on the theory that there are two major metabolisms in human society, biological and technological metabolisms, Cradle-to-Cradle products were designed with the afterward use of the product in mind. The harsh years from the Tandem Wars inspired Peter Häver to envision the Cradle-to-Cradle production where large amounts of materials were needed to maintain the war effort against Livaria. Severe material shortages of the Pan-Anarian War created the need for the complete implementation of such design principles.
